The Arizona Cardinals. They have been around in some form or another since 1898. The Cardinals are actually the oldest pro football team in the United States.



The Detroit Lions didn't start to play until 1929 as the Portsmouth (OH) Spartans, and the Cleveland Browns didn't get started until 1946. Besides, technically, the Baltimore Ravens are really the Cleveland Browns, and the current Cleveland Browns are just a recent expansion team. The Ravens of course, have won the Super Bowl.



However, all three teams have won multiple NFL championships that predate the Super Bowl, which wasn't started until January, 1967, so if you mean oldest club to never win the NFL title, the answer would be a tie, to the best of my recollection, between all of the old AFL teams started in 1960, that have never won, like the Seattle Seahawks, San Diego Chargers, Tennessee Titans (Houston Oilers) and Buffalo Bills.
The Cardinals are, being founded prior to the start of the NFL (at that time the APFA) in 1920.



As for the other no-Super Bowl teams, Detroit began in 1930 as the Portsmouth (Ohio) Spartans before moving to Detroit in 1934. Cleveland, depending on your perspective, joined the league in 1950 (if you buy the NFL's handwaving involving the Ravens) or started as an expansion team in 1996. New Orleans started in 1967. Jacksonville in 1995, Houston in 2002.
